I'd just slap a bit of sealant and then duct tape over the rust til you're ready to attack the repair the right way; the rust won't sleep but you might not leak.

The usual cause of a hard start on a warm engine that sat for a short while is a failing fuel pump check valve.

I've replaced it a couple times over the years to correct this problem.

It shouldn't be snug: about seven or so foot-pounds is correct torque.

If the torque is not correct it can cause the compuer to misadjust the ignition...
