I don't know what this part is called but is this supposed to be here? I guess one of the previous owners did some rust repair and I can't push my bumper all the way in to line up the bumper shock bolts. And I am trying to "tuck" my bumper so there won't be any trim on the bumper. Any thoughts?

There's supposed to be some trim pieces there with a horizontal piece of sheet metal there for it to attach to. It looks like the PO just removed that metal when they did the rust repair
 
That area tends to rust. Looks like a piece of bar stock was welded across the width of the rear of the car. They did not follow the contour of the rear panel, so you a have a one inch drop of straight metal. You could carefully cut just below the weld line with an angle grinder and cut off wheel. They prep the exposed metal. That piece does not belong.
