    It should only fit one way for both iac (idle valve) and tps. If you had other connections off I would start there. If not others will have better testing procedures but you can try putting 12v to the (unplugged) outside pins of iac and momentarily using middle pin as ground. (12v to one pin...

    Check to see if you mistakenly plugged in the wrong connector to the wrong part. Thinking idle switch or similar may have a plug that fits the iac as well.
