93 240, Steering wheel shudders at 10mph

1993 240 wagon. Right at 10 mph I get a bad steering wheel shudder, anything above 10 mph there is no shudder. I also get a bad steering wheel shudder when braking which I thought could be warped rotors but could these two issues be related? I recently got an alignment and they said my castor on the left front wheel was off in a way that the shop couldn't correct.

All the ball joints and bushing seem to be in good shape in the front at least.
 
Are they the correct ball joints? On power steering cars they are different side to side, and manual steering cars are the same.
 
Slow speed wobble = check for a "thrown belt".
Jack up front, spin wheel slowly, see if the tread runs straight or wobbles back and forth, or if there's any odd bulges in the tread or sidewalls.
 
I had a very annoying wobble at 20-50 mph, which I originally thought might have been a slightly bent front wheel inner lip. I had the wheel fixed, but the wobble was still there. I swapped tires front to rear and it helped a little. Checking runout on the hubs found that was fine. The tires were 4 year old Dunlops with maybe 15-20k miles. I finally gave up and bought new Michelins and everything was suddenly perfectly smooooth. So I guess the old tires had funny worn flat spots or something.
 
Does this happen when you get on and off the throttle? Mine does this at certain speeds and RPM ranges (and varies on accel/decel), and it's looking like a worn out center support bearing.
 
nah the steering wheel just shakes at 10 mph accelerating and the whole car shakes with hard braking
its 100% not an RPM thing just speed based always happens at 10 mph
I have something similar with mine. If you use the throttle and get it up to speed, then take your foot off the gas, does it shudder then? The issue with mine (apart from having essentially no suspension) is that the busted CSB makes the driveshaft bounce around if I load it up and let off.
 
Did you jack up and spin the tires yet?

We had a Lexus in on Fiday that did a "Duck walk" as I was driving it around the block into the shop.

Spun the tires, and the left rear has a thrown belt.

Nowhere near as bad as this video I found, but enough to make the the car wibble-wobble.
