My state allows that we delete older vehicles. Would a simple block plate put my 1993 240 with LH 2.4 into fault state?

Yes, blocking the flow will trigger a code. I doubt your state allows what you are saying they do. Not testing older vehicles does not equate to being able to legally remove their emissions equipment. Your state depends on Federal Highway dollars, thus, have to comply with Federal laws concerning vehicles. As said above, it's actually a Felony to disable emissions systems on vehicles that are operated on the road. Good to know, on my '90 with a 140 EZK, I didn't get a code when I blocked mine while troubleshooting. Like esmth said, it's probably just a 196 or 209 thing.Yes, blocking the flow will trigger a code.
Almost all gasoline engines run most of their lives on lambda one.I read that EGR was only added because NOx climbed after they went to a mix leaner than Stoichiometric in search of lower HC. Lean burn caused NOx. A vicious cycle.
So logically a healthy motor running at Stoichiometric would not need EGR. A rich mixture has performance benefits. My uncle knows all this smog stuff history, he was there. I should ask him. I remember him telling me about air injection and the trouble it caused. Burnt exhaust ports and manifolds.
