Firewall brace mounting points covered?

Picked up a pair of firewall braces off a donor car but when I went to install… this is what the firewall mounting points in my car look like. wtf happened here? Torx filler got painted over..? Scrape off the paint and see what I’m dealing with?

I’m worried it’s a rivet, in which case, I’m just f’d? Sell them and get strut tower braces?
