Steering wheel

Hello

What does it mean when the steering wheel moves side to side like in the video.
Where do I tighten it to stop the movement.

Is the whole column moving? Or just the steering wheel?
The whole column the shear bolts and the clamp may be loose. The steering wheel only then the bearing in the column for the steering shaft is worn. You can look at the parts on gcp.se.

The video in the zip file shows the motion. The whole column, if that's correct, moves from side to side. Where are the bolts that need tightening and what size are they?

Pull off the lower kick panel and have a look underneath. Once you get this fixed, get your wheels balanced
 
Is it in here because the kick panel reveals nothing pertaining to the side to side movement

It's not uncommon for the 700/900 upper steering column to develop a click/clunk when stopped and turning the steering wheel, also a bit of side-to-side slop in the upper steering column, but generally not to the extent you seem to be describing. There are known wear issues with the 740 steering shafts, both the upper and lower bearings in the upper column (dash) support (#8, 8a, 14 and 15 in the below diagram) as well as the lower column bearing support (#20). A revised lower bearing support was introduced in 1994. Refer to the steering column service information and associated Volvo TSBs which can be found here on the Lemon manuals website https://lemon-manuals.la/Volvo/1990/740 L4-2.3L SOHC VIN 88 B230F/Repair and Diagnosis/.

Thanks for posting the diagram.
After looking at this while in bed, I can see that there's no washer, #11, in my car.
That might be the problem.
What size is that?
 
Well, my parts manual call it 955899.

Internet search for that number takes me to:
Volvokits
... where they call it a "VOLVO Washer 15x26x2 mm OEM Seal Washer Truck Bus Off Road Marine 994872 120196 955899"

Not sure about the "sealing" part, since

just shows it as a normal big steel washer.
Looks like it's a multi purpose washer.
The diagram shows it being used in a different place other than the steering wheel
 
I would wager that the washer is not your issue. From your video it seems like the entire steering column can move side to side. Is fastener number 12 tight? Can you see underneath where the play is? It could be possible that if fasteners have become loose from wheel vibrations, that the holes the fasteners run through have become ovaled out. You should still be able to tighten them back up though.
