Stock 1993 940T = 16mpg. combined highway/street driving with a light foot .OMG Don't stop I'm almost there!

I get it that these got poor mpg.
But this same car getting 16mpg 5 years ago instead of the 19-20mpg I used to get, is a 20% loss.
Been no mention of the fuel you're using. Has that changed in CA over the past 5 years?
We have to use 10% ethanol in CT at typical pumps. Yes, you can find pure (100%) gasoline at marinas, but you wouldn't want to fill a car there as a daily driver.
There are no alternatives because our legislators know it's up to us to use 10% to clean the air that drifts over our state.

I notice a 15%+/- increase in fuel consumption when using 10% ethanol compared to straight gasoline.
I also drive like a grandpa/grandma.

This was my thought, your radiator fan may be on because of the AC. If the ecu is seeing that it is not up to temp due to 171 thermostat it may be running richer. Check your injectors and FPR (sorry if already said, didn't read all comments yet)

CA gas has had ethanol in it for ages. I don't think they've changed anything lately.

Generally it's quite hard to pin a small mileage decrease on a single cause unless you have a really well controlled environment. 10% ethanol gas has about 2% less energy per gallon than pure gasoline.

this could be an issue.
I had an oem 92* tstat on this car before.

I typically run the tropical Tstat but that was almost always on kjets or 2.2. The temp gauge in the middle of the day is pegged in the same spot.
 
I could have sworn we had a thread mentioning mpg and thermostat recently but I only can find this one from 2009.

Ethanol has a higher octane number than gasoline, providing premium blending properties. Minimum octane number requirements for gasoline prevent engine knocking and ensure drivability. Lower-octane gasoline is blended with 10% ethanol to attain the standard 87 octane.

Ethanol blended in gasoline at 10% is because it's a cheap octane additive, not because of emissions.
 
Check your brake pads for uneven wear. You may have a sticking caliper piston causing constant drag. I've replaced quite a few calipers in the last few years for this reason.

bled all the brakes 2 weeks ago. no glaze on the disks.
but i didn't repack wheel bearing grease. I should check that.
 
My 940 turbo got 23/24 at best. I heard something about diesel oil potentially clogging up the catalytic converter, but that's just me hearing something, no science whatsoever. I'd be checking my calipers, as someone mentioned above, and also check the cat to make sure it's not full of carbon deposits and what not, regardless of the diesel oil it could still be full of garbage.
