Volvo 240 Tacho

I bought original brand new tacho for yazaki cluster on my 1983 volvo, got it installed and wired it to - coil. It reads fine on idle but when i accelerate it feels like "redline" comes at 4k rpm on the tacho even tough it has numbers for 7k rpm. It is for 4cyl. Can coil voltage affect this i have 10 volts from the pin 1 measured when ignition is on. should there be coming 12volts?

The Smiths tach on my old 123gt would start to read erratically if the ground connection got corroded. The only other thought was this may have something to do with electrolytic capacitors in the tach. Over time they can decay needing replacement.
