what power upgrades can i get for my volvo

Just the usual stuff really, cam, exhaust, headers, etc.

Cam wise you should probally look for either a K or VX, exhaust wise I know at least one place in Australia does a nice 4-2-1 performance headers for NA's, and you can top that off with a nice free flowing 2.25 system.
Other stuff to do would be things like uppin the CR and maybe some porting work on the head, there is a place in Brisbane near me that claims to do performance head work on Volvos.

242 gt (does it have the b23e (or is it b23f down there?) -engine?) has H-cam or K-cam as standard, so VX would actually bring the hp-figure down. (at least in euro-models ).

you get the best bang for a buck -ratio by turbocharging it. Its easy and cheap. If you're looking for something in the range of 170-200 hp, forget naturally aspirated. It will be way more costly then turbocharging, that is if you can do most of the work yourself.

exhaust mods alone wont do miracles.

240-series volvos can be turbocharged with bolt on -parts. Every part is available, nothing has to be custom made, so it really isn't that hard.

We are talking right hand drive here, and 200's never came in turbo form in Australia, there is like one engine around that is even close to a drop in fit (B23ET), and it's hard to come by, and even then custom mods are needed because of steering problems etc.
So no, it's not that easy here.

Put a header on it.

Most any shop that makes complex engine parts can make you a decent header up. Just get one from the junk yard for them to work from so you can drive your car while its being made. That and make up a better exhaust to handle the header. If you have really deep pockets you could have a new intake made up with 4barrel cone intakes like race cars from the 60's had. I would also check out the options for cams.
